The National Center for e-Learning and Distance Learning

​​​​​The National Plan for Information Technology that recommended to establish National Center, has been set up under the Guidance of Late Custodian of The Two Holy Mosques' King Abdullah Bin Abdul Aziz Al-Saud, – May his soul rest in peace – To adopt e-Learning and Distance Learning and their applications in University Level Education and to establish a National Center for Provision of Technical Support, Tools and Programs required to develop Digital Educational Content. 

It is Established because of Overpopulation, lack of Quantity and Quality Faculty, and to Reduce wastage of funding (in the areas of Accredited Programs Coordination, Training Methods, and Production of Educational Aids etc.) and to satisfy the need to enhance the progress of Education and Learning, and to move these from Outdated/Traditional styles that fits in with some learners but not for others into a Multitude of Delivery Options and Aid Resources facilitating learner comprehension whereas the Learner have to choose their suitable Learning Style and Immerse in it. 

From this Guidance, Recommendation, and Need, an Integrated Educational System was established on e-Learning and Distance Learning Technologies and Systems at the National Center to support educational work of Higher Educational Institutes for all Levels and Categories and overcome Limits of Time and Place. This effort is to realize a Mission of Kingdom of Saudi Arabia to spread Science and Knowledge based on Principles and Values of Islam, Unite the efforts of Universities, and build an e-Learning and Distance Learning Thought and Mindset in Society for the benefit Society Members and for those Far Away from those who are Near.

The National Center for e-Learning and Distance Learning Aims to accomplish the following main Objectives:

  1. Promote Quality e-Learning and Distance Learning applications in Higher Educational Institutions. 
  2. Contributing in expanding Capacity of Higher Educational Institutions through e-Learning and Distance Learning applications. 
  3. Raise Awareness and Promote Culture of Education Technology, e-Learning and Distance Learning Applications, and contribute in building Knowledge Society. 
  4. Contribute in Evaluation of e-Learning and Distance Learning Programs and Projects. 
  5. Support Research and Studies in the domain of e-Learning and Distance Learning. 
  6. Provide Quality Standards Criteria for Designing, Production, and Publication of Digital educational material. 
  7. Provide Consultancy to related Organizations in the Domain of e-Learning and Distance Learning​. 
  8. Build and promote Educational Software to serve Education in Government and Private sectors. 
  9. Promote Outstanding e-Learning and Distance Education projects in Higher Education Institutions. 
  10. Arrange Meetings, organize Seminars, Workshops, for contributing in Development of e-Learning and Distance Learning. 
  11. Cooperate with International Organizations, and Relevant Authorities in the field of e-Learning and Distance Learning.

We are:

Homeland, Education, Future; between these three there Exist Close Ties and Associations, and on the basis of these ties The National Center for e-Learning and Distance Learning was established, and through these its Identity comes out. Future of Education is the Future of Homeland, and e-Learning is the Future Education, and it is a Center of Future Education and realistically Future of Homeland.

When we say a National CenterThe Limits of Kingdom’s Boundaries extends to Six Thousand Seven Hundred kilometers.
When we say a National CenterThe Limits of  Time extends to Centuries to Future Generations.
When we say a National CenterThe Limits of Hope for Bright Future includes that Place and that Time.


e-Learning is not only addition of Value, for Facilitation and Acceleration of the pace of Traditional Education. It is an advanced environment that integrates with the various Components of the Educational Process and provides enrichment to the process from the process itself.

e-Learning is not limited to provision of huge Information and Education Resources and Repositories, it stimulates Learning and Information acquisition and processing in Learners Minds and also interaction with others in the process of knowledge building and transformation into useful and active knowledge.

Distance Learning:

Distance Learning is not bound to bringing close things of Distant Time and Place. Its interactive nature allows all attendees to participate in educational activities at Any Time from almost Any Place. Distance Learning is not only the easiest way of getting Educational Certificates, but also a Tool of improving the Quality of Education, because it allows the Teacher and the Learner both to choose convenient Time and Place. 

Our Duty:

The educational process stands on Three Pillars: Teacher, Educational Material, and the Learner.  Our duty can be summarized as redefining these three pillars and utilizing them to form a Paradigmatic Civilization Shift that starts from Higher Education and extends, in far horizon, to all the Education Levels making Learning a comm​on encompassing practice and a Daily Habit of all Society Members. ​


Teacher is our Fieldwork Partner, and Instrumental in educational process, because if one adopts the move into the "Future Zone" then he /she will take, to the same zone, all education resources they care for, and all the students’ they are teaching. Therefore, we place our most important partner in due important position and provide all support and means necessary for achievement of his/her Mission.

Educational Material:

All teaching material evolves after the Knowledge Discipline it is within. It is not possible for us to develop contents of all the Subjects, instead, our task is to build Electronic Vehicles and Mechanisms for Educational Content and Mechanisms of Electronic Access and Interaction methods. These will lead to an all-inclusive Enrichment and an Integration across the various parts of the Educational Material.


Learner is most important Element, and the difference we want to achieve; so we provide all the Support, and material to the Teacher, while the main beneficiary is the Learner, so we focus on learner at "Higher Education". While we are currently focus on Learners in Higher Education, given that he/she is more ready to get benefit from e-Learning, and Dstance Education Technology, we hope, in future e-Learning infrastructure will reach all corners of the Kingdom, and will extend the Umbrella of Formal and Non-formal Education, within reach of Citizens as Teacher or Learner.

Means and Purpose:

Teaching aids have, for long times, great importance for enhancing educational process, and whenever the means have a higher ability to realize its purpose, its impact will increase and so its significance. We all know that e-Learning and Distance Learning is not the purpose itself, it is an instrument of realizing Basic Educational Objectives. But we also know our means to realize these purposes will grow, for this our purpose is to build the means that helps achieve Major Civilization End Goals of the Higher Education in Saudi Arabia.​​
