The Ministry of Education’s information technology examines and tests the contents of the Ministry of Education’s electronic services at all stages of work. Therefore, the user must permanently run an anti-virus program on all materials downloaded from the Internet, as the portal does not bear any responsibility for any loss, interruption, or damage of your data or your own computer, which may occur while connecting to this portal or when using any of materials of its content or others in which are included.​
Information Technology Administration may, at its absolute discretion, terminate, restrict or suspend the user's right to access the portal, or use any or all of the services provided through it, without notice and for whatever reason.   9. Publishing, diffusing, or broadcasting any advertisement, publicity material, promotional content, or any form of marketing.
  10. Publishing any material conflicting with or infringing on others’ intellectual property rights.
  11. Collecting or storing any personal information of other individuals.

Protecting the confidentiality of shared personal data

Some sections of the e-Portal and some categories of the e-services require entering personal data such as addresses and contact numbers. The Ministry of Education (MOE) believes in citizens’ personal data privacy and, accordingly, pledges to respect such privacy and confidentiality in the handling, sharing, and processing of such data via the various electronic channels, always and under all circumstances and conditions. To safeguard the privacy and protect the confidentiality of personal data, the MOE undertakes to make sure that permission for accessing, sharing, handling, and transferring such personal data is given only to the individuals who are duly authorized to process the data mentioned above.

In this respect, the MOE will assure granting the appropriate authority to personal data users applying the best and most appropriate standards and methods of protection and encryption of electronically shared data to avoid any contingent or unlawful/illegitimate incidents and risks leading to the destruction, loss, tampering, or disclosure of personal data.

Assuring the accuracy of personal data

The Ministry of Education may need to correct or delete some personal data entered online via electronic channels when such data may prove inaccurate or unnecessary. Moreover, MOE may sometimes be necessary to conduct periodic updates and verifications for essential personal data. When it is necessary to correct or delete some personal data, the MOE undertakes to notify all stakeholders, including owners of the personal data themselves or government agencies serving such beneficiaries, with such corrections or deletions.

Quality of Personal Data

The Ministry of Education seeks to assure the quality and accuracy of collected and processed personal data. It also seeks to make sure that the process of collecting such data is relevant to the service for which the data has been collected.

The Ministry of Education (MOE) is the first Saudi government department to launch a governmental website in Saudi Arabia. The MOE e-Portal is endeavoring to fulfill the requirements of the Ministry’s vision related to information and e-services. Hereunder is the Ministry’s vision about the e-Portal and its charter constituting the basis of the Ministry’s relationship with its esteemed clientele.

To introduce the Ministry of Education to the world wide web, present it with its real image and ensure its full-fledged status among the modern international e-services websites by facilitating access to its information and services by the various categories of beneficiaries using the latest tools and state-of-the-art technologies.

Users/Clients/Beneficiaries

The MOE e-Portal offers services to citizens, expatriate residents, and visitors to the Kingdom of Saudi Arabia from all points on the compass. The e-Portal also offers a package of e-services to students on outbound scholarship and students and staff at state-owned and private Saudi universities. Additionally, the e-Portal provides e-services to Saudi Arabian cultural missions, researchers, and the private sector.

Receiving and Processing the Complaints and Suggestions

Based on the State’s principles for delivering justice and complying with its open-door policy, the Ministry of Education hereby guarantees everybody’s right to file grievances and seek relief of grievance. Furthermore, the Ministry guarantees the right for everybody to voice their opinion, extend advice, and submit suggestions for the sake of public interest. Further to the Ministry’s Customer Service Charter, the Ministry has provided the following:

  1. A secure and convenient electronic tool for reporting complaints and submitting suggestions.
  2. Auto link to submit complaints and suggestions electronically using e-Messaging System.
  3. A number for the transaction available immediately upon submission. The transaction number or the requestor’s identity card number may be used for following up the complaint or the suggestion online via the e-Portal of the Ministry.
  4. Modern means of communication such as the e-mail and mobile phone SMS to submit information about the transaction such as its number and the completion of its handling process.
  5. Assured referral of the transaction to the concerned department within two business days, the referral and classification of the transaction as being delayed in case that it exceeds the timeframe above, and escalation of the transaction electronically to the higher level of the administrative hierarchy.

Obligations and Responsibilities of the Clients

To help the Ministry of Education fulfill its commitments outlined in the Clients’ Charter, clients are kindly requested to act as follows:

  1. Not to use the e-Portal or E-Systems of the Ministry of Education in a way that may lead to the stoppage, deterioration, or failure of the service with other users; or that may compromise the security of the E-Systems of the Ministry of Education for e-Government Transactions.
  2. Not to use the e-Portal of the Ministry of Education or its E-Systems for putting further pressure on the staff, keeping them busy, and spamming them with fake, unlawful, or unrelated junk transactions.
  3. Not to use the e-Portal or E-Systems of the Ministry of Education for submitting false or inaccurate information or invalid documents.
  4. To provide all the required information and documents properly in the e-forms to avoid any undue delay in handling and processing the requested services.
  5. To provide clear and accurate personal and contact information when submitting a complaint or suggestion, with accurate and precise information about the complaint or suggestion, and with the pertinent supporting and illustrative documents attached.
  6. To comply with the pertinent terms and conditions for e-Participation when using the tools of community e-Participation, sharing, interaction, and social networking services provided via the e-Portal of the Ministry of Education.

Saudi National Portal for e-Government Transactions​

The professionals in charge of the e-Portal of the Ministry of Education seek to achieve the highest possible security and safety degree. Accordingly, the Information Security Team of the Ministry’s e-Portal has applied the following security measures:

Digital Certificate:

A digital identity certificate has been obtained from DigiCert Inc. for all the platforms and systems falling within the scope of the e-Portal of the Ministry of Education. (The logo of DigiCert Inc. will appear at the bottom of all the pages of the e-Platforms and E-Systems of the Ministry of Education) as a proof of authenticity of the Ministry’s website and proof that you are dealing with the Ministry of Education.

Encryption of e-Transactions and Passwords

The Information Security Team in charge of the e-Portal has used the Hypertext Transfer Protocol Secure (HTTPS) with all e-Transactions, data sharing processes, and passwords on the e-Portal for better data-sharing encryption. (HTTPS protects against eavesdropping, forging of information, and tampering of data). Meanwhile, data encryption prevents connection problems, cyber infiltration, and electronic eavesdropping, tapping, spying, or intercepting. Moreover, the Secure Socket Layer (SSL) protocol is also used to ensure the non-tampering of information sent via the Internet using the encryption above methods and digital certificates.

Online Certification and Digital Signatures

The Ministry of Education seeks to obtain the license to provide an approved digital certification service from the National Center for Digital Certification. The license will help the Ministry of Education shift to the digital signatures and digital certification of documents. This initiative is an integrated security system, which provides an appropriate environment for secure digital transactions via computerized networks. It is also a system for managing the public-key encryption codes using the digital certificate to achieve the following main objectives:

  1. Identity authentication: Allowing users to verify and know the identity of the other user with whom they are communicating in a definite manner.
  2. Information confidentiality: By allowing secure and confidential data sharing via the e-Portal so that others cannot know the nature of shared information.
  3. Information integrity and safety: By detecting any attempt to alter the content of the information item after being sent.
  4. Digital signatures: By allowing users to affix digital signatures on documents and enabling document recipients to authenticate any digitally signed document.

Deputy Ministry (Undersecretary) for Planning and Information at the Ministry of Education has put all required infrastructure and finalized all technical facilities and preparations for the project mentioned above.These arrangements will allow the Ministry to shift immediately to digital certification and authentication of digital signatures in all its transactions as soon as the system is approved by the National Center for Digital Certification and the e-Government Transactions Program. After approving the digitalization of certification and signatures of the internal work of the Ministry of Education.

All users and concerned parties will be able to:

  1. Eradicate the need for paper-based government transactions.
  2. Electronically verify the academic qualification and university certificates and have them authenticated, recognized, and equalized electronically by the Ministry of Education.
  3. Electronically authenticate the validity of the documents issued to them by the Ministry and verify the identity of Ministry’s staff and the Ministry e-correspondences.

Periodic Review of Security Level

The Information Security Team of the Ministry’s e-Portal conducts periodic in-house information security reviews. The team also conducts reassessment inside the e-Portal and all the Ministry’s E-Systems, platforms, and applications.​
