The approval of the Custodian of the Two Holy Mosques for the External Scholarships Program was issued in 2005 to send students wishing to continue their university and higher studies to obtain academic degrees that meet the needs of the labor market and the requirements of development in the Kingdom. The External Scholarships Program has gone through a number of stages since its inception until today. In 2010, the program launched the Safeer platform that connected students on scholarship with the Ministry and identified the most important obstacles they faced in their educational journey.

The second phase of scholarships began in 2011. In 2015, the third phase came with the experience of the project called "Your Job, Your Scholarship," in which the Ministry linked scholarships with the specializations required in the labor market to provide jobs for scholarship students.

In 2019, the Ministry of Education announced the end of the third phase of scholarships as it worked on organizing new tracks for scholarships and setting the conditions and controls that ensure the achievement of the objectives of the scholarship programs.

One of the tracks of the Custodian of the Two Holy Mosques Program for External Scholarships. It aims to achieve comprehensive development in accordance with the Kingdom's Vision 2030 by raising the level of scientific qualification of students by sending them to distinguished international educational institutions, which contributes to the development and refinement of their knowledge and capabilities in various fields and specializations. The track is characterized by the presence of new and diverse disciplines that contribute to building a prosperous economy and support the Kingdom’s promising sectors. These disciplines include tourism and its management, as well as hotels. In a​ddition, they build attractive competitiveness for the Kingdom in areas such as business management, economics, human resources, and environmental sciences and management. Moreover, they contribute to building an ambitious nation through its production and achievements and support the responsibility of its citizens to take the initiative and create opportunities to achieve the aspirations of the leadership in the next stag​e​.

The applicant on the track of excellence  for scholarships must meet the following conditions:

  1. The applicant must be a Saudi national.
  2. He/ She must be of good conduct and behavior.
  3. Obtaining direct, unconditional admission to one of the specified specializations and educational institutions to obtain degrees (bachelor’s, master’s, or doctorate). It should be noted that the accepted program is not executive and that the acceptance is not from a program offered by colleges of professional studies or colleges of continuing education. This applies to similar programs offered by the basic  college  in the educational institution. 
  4. The study should be in the country of the main center of the educational institution.
  5. Regularity of Study.
  6. Equalizing the previous qualification, if the applicant graduated from an educational institution outside the Kingdom.
  7. The applicant's documents must be complete and correct during registration. Those whose information registered on the site does not match the official documents  will be excluded.
  8. The application is subject to the provisions and controls of scholarships in force in the Ministry.
  9. Passing the competition for the available seats​.
  1. A copy of the applicant's valid national identity card.
  2. A copy of the applicant's valid passport.
  3. The official national​ address.
  4. A copy of the previous qualification certificate as well as the equivalency certificate, if obtained outside of the Kingdom.
  5. The official, unconditional admission letter clearly stating the major, the date of commencement of studies, and the name of the university.
  6. A copy of the academic record, the university's official registration letter, and the study visa in case of starting the study. 
  7. When there are family companions, copies of their valid documents (photocopy of the national identity/family record and passport) should be submitted.​​

The embassy’s letter:
The purpose of the letter is to introduce the nominee to the embassy of the scholarship country in order to facilitate visa issuance procedures.
Criminal Record Certificate:
Some scholarship countries require those who will study there to obtain a criminal evidence certificate, which is a right for them and a main requirement for obtaining a travel visa. Whoever requests a criminal evidence certificate to submit to the embassy of the scholarship country has the right to request it.​

Issuing the decision:

Raise all the requirements for issuing a scholarship decision, which include:

  • Scholarship decision issuance form.
  • The official, unconditional admission letter clearly states the major, the start date of the study, and the name of the educational institution.
  • A passport copy of the nominee and his companions (a separate passport copy for each individual).
  • A copy of the national identity card.
  • Registered national address.
  • A copy of the family record of the married nominee.
  • A copy of t​he previous qualification certificate.
  • A copy of the previous qualification's equivalency certificate, if obtained outside the Kingdom.
  • A copy of the academic record, a registration letter from the university, and a study visa in the case of starting the study.
  • Leave permission (if the candidate is an employee).​

How to issue a scholarship decision:

2. After nominating as student for a scholarship, the system automatically opens services to complete the scholarship procedures.

4. The student agrees to the commitments and obligations. 
5. The student should attach the required documents. 
6. Selecting family companions and attaching their documents. 
7. The student can add any notes, if any. 
8. Submitting the application.
9. The system creates a process for issuing a scholarship decision so that the necessary action is taken by the employee with the authority to complete the procedures for issuing the scholarship decision.
Issuing a travel ticket:
A scholarship student who has received a scholarship decision may apply for the issuance of a travel ticket for himself and others companions traveling with him. Issuance of a travel ticket is requested electronically, and there is no need to attend to the program headquarters.
Inquiries:
This service is the documented method of communication between the nominees and the Ministry, and whoever inquires must define his question precisely in order for those involved with the program's queries to be able to respond with an exact answer.
Cancelling nomination: The nominee has the right to request the cancellation of his nomination from the mission​.
The 1st question: What are the conditions for applying to the Track of Excellence Scholarships?
The applicants on the track of excellence for scholarship must meet the following conditions:
  • The applicant must be a Saudi national.
  • The applicant must be of good conduct and behavior.
  • The applicant should obtaining direct, unconditional admission to one of the specified educational disciplines and institutions in order to obtain bachelor's, masters, or doctoral degrees. In addition, the accepted program should not be executive.
  • The study should be in the country of the headquarters of the educational institution.
  • Regularity of Study. 
  • The equivalence of the previous qualification will be requested if the applicant graduated from an educational institution outside the Kingdom.
  • The applicant's documents must be complete and correct during registration, and those whose information registered on the site does not match the official documents will be excluded.
  • The applicant must pass the competition for the available seats .
  • The application is subject to the provisions and controls of scholarships in force in the Ministry.

The 2nd  question: What is the difference between public universities and additional universities in the path of excellence for scholarships?
Public universities include all disciplines of the track except for business administration, national security, criminal justice, political science, and international relations, where there are lists of private universities for these disciplines.
Additional universities means that each major has additional universities in addition to the public universities.
Specialties that have private universities and it is not possible to apply to public universities: There are lists of private universities for these specialties: Business Administration, National Security, Criminal Justice, Political Science, and International Relations.

The 3rd question: Is it possible to amend the application after sending it?
The application or the specialization submitted with it cannot be modified after it has been submitted.

The 4th  question: How do I update my information (passport, civil status, family companions, and e-mail) after submission?
It can be done online by sending an inquiry request and then having the involved employee amend it.

The 5th  question: I cannot complete the registration and a message appears that the passport has expired, although it has been renewed.

The 6th Question Six: What is the time and method for applying for the Track of Excellence Scholarship?

The 7th Question: Is there a specific age for applying for scholarships on the track?
There is no specific age, and it is permissible to apply for scholarships on the track regardless of the applicant’s age.

The 8th Question:  Are employees allowed to apply for the track?
Yes, it is allowed, but it is necessary to attach a leave permission from his employer covering the scholarship period before issuing the scholarship decision.

The 9th question: Should the specialization to be studied be an extension of the specialization of the previous qualification?
It is not required that the specialization to be studied be an extension of the specialization of the previous qualification or related to it.

The 10th question: Should the specialization be studied be an extension of the specialization of the previous qualification? 
It is permissible to apply for and receive a scholarship regardless of the grade point average (GPA) or the weighted percentage of the applicant's previous qualifications.

The 11th question: Is it permissible to send scholarship students to get degrees obtained previously?
Yes, it is permissible to receive a scholarship on a previously obtained degree if it is for studying a specialty other than the one previously studied.

The 12th question: Is it permissible for a student on a scholarship to study an additional major or minor (a double major or minor)?
Yes, it is permissible. Scholarship students at the bachelor’s and master’s levels may study an additional major or minor, whether the study is in one or more educational institutions, provided that the period of study extension does not exceed three semesters or its equivalent.

The 13th question: How can I get the financial guarantee letter ?
It is possible to apply for the detailed financial guarantee letter after issuing the scholarship decision and submitting a scholarship joining notice on the Safeer 2 platform.

 The 14th question: Can I change the major, the university, the degree, and the start date of the study after submitting the application?
It is not possible to change the application data after sending it. This can be done only by submitting a new application. Cancelling a previous application can be done only by contacting technical support or through the cancellation service if it is available to the students. 

 The 15th question is, "How can I learn more about majors/programs and overcrowded universities?" (This is a special for the academic year 21-22.)
The latest information is available on the Custodian of the Two Holy Mosques' program page, the Ministry's website, and the University's Safeer website. Given the restricted number of seats available in each major/program at the institution, applications are accepted until all seats are filled, and competition procedures can be completed at any point during the application process.

The 16th question:   I want to apply for the track, but I am afraid that the seats will be filled after applying. Given that the university is currently not on the site among the suspended programs. (Special for the academic year 21-22)
It is not possible to answer the state of a particular specialty or university that is not on the websites yet, except after submitting the application and completing the rest of the justifications and conditions, because the update is continuous. It is recommended that the student should have more than one choice in admissions and write to a number of universities in sufficient time.

The 17th question: When can I issue a scholarship decision?
You can issue a scholarship decision after having all electronic services available to you on your account in the Safeer system, where there is a service for issuing a scholarship decision, and the validity of the decision is linked to the date of the start of the study specified in it. The student must start studying at the scholarship headquarters within a month from the start date of the study specified in the decision.

The 18th question: Can I issue a scholarship decision without a visa?
It is possible, but the student needs a visa when issuing a travel ticket through the system and entering the mission headquarters to be able to start studying.

The 19th question: What are the criteria for competition among applicants in the track of excellence for scholarships?
Yes, the  competition will be based on a number of criteria that include:
  • The level of the university in international rankings.
  • The academic average of the applicant's previous qualifications.
  • The applicant did not have the same or higher academic degree.
  • The applicant has not failed academically on a previous scholarship.

The 20th question: What are the available seats in the specializations and universities in the track of excellence for scholarships?
The specific seats are: seven seats in each major for one university, provided that the total number does not exceed 30 seats in one university and 50 seats in the major at the universities level.

The 21st question: What is the total number of applicants who will be accepted into the Track of Excellence for scholarships?
1000 seats per year.

The 22nd question: When does the application for the academic year 2022–2023 end?
Applications for the academic year 2022–2023 ends on May 5, 2023.

The 23rd question: When will I know the results for applicants for the academic year 2022–2023?
The results will be known when they are announced, starting in June 2022. When the registration and comparison windows are closed, the result will be received through the applicant’s account on the Safeer platform.

The 24th Question: Is it possible to know whether I am accepted or not after submitting the application and before closing the registration door?
The results will not be known until after registration closes, and the competition will be announced during the month of June 2022.

The 25th Question: My university admission starts in October 2022. Can I apply for the track now for the academic year 2022–2023?
Yes, it is possible to apply for the track as the academic year 2022–2023 is intended to start from August 2022 to July 2023.

The Safeer System 2

How to start studying in Safeer 2:

  1. The student creates an account on the student portal or logs in if he has an existing account on the student portal.
  2. After the student arrives in the country of study, he accesses the "Start Study" service from the list of scholarship services in the portal.
  3. Upon entering the service, the student must have obtained an effective scholarship decision to allow him to start studying for this decision. The system also displays the terms and conditions that the student must abide by or be prepared for when applying for the start.
  4. After entering the application, the student completes the necessary data and attaches the required documents, and then delivers the application to the cultural attaché supervising the country of study for the student.



How does the study plan work in the Safeer 2 platform:

  1. After the student starts studying, he logs into the study plan service, which is included in the study services on the student portal.
  2. After entering the service, the system displays the added academic stages automatically after accepting the request to start studying.
  3. The student can add all the details related to the plan in the following order:
    • Details of the study stage: Here the student adds the details and data of the study stage in terms of the study system for this stage, the type of study, the total number of hours required to complete the stage, and other details.
    • Details of study periods: The student chooses to make a "stage adjustment" in order to add semesters or academic years and their periods.
  4. Registration of study subjects: After adding the semesters or academic years, the student can choose the "subject registration" procedure in order to add data and details of the subjects to be studied in the specified semester or academic year.

How to issue a financial guarantee letter in Safeer 2:

  1. After completing the study plan data, the student logs into the financial guarantee service.
  2. The system displays the academic stages currently added to the study plan.
  3. The student chooses the stage of study for which the financial guarantee letter is to be issued.
  4. After selecting the stage, the system displays the semesters or academic years, and the financial guarantee will cover the study period for this semester or academic year.

5. After determining the semester, the student submits the application to the cultural mission to complete the procedures and data for the financial guarantee letter.

The system displays the university's contacts, the cultural mission communicates with them, and the financial guarantee letter will be sent automatically upon acceptance.

When the application is closed, the student can print it from the same app on his own portal​.



How to apply for an inquiry (for non-technical inquiries):

  1. The inquiry service enables scholarship students who study on their own expense to answer their inquiries according to the specific type of inquiry from the service, so that they are sent directly to the competent authority in the mission.
  2. The service can be accessed through an inquiry service within the list of personal services.
  3. Select a classification and type of inquiry (study inquiries, cultural and social affairs inquiries, financial and administrative inquiries, annex inquiries, and so on)صنيف ونوع الاستفسار (استفسارات دراسية، شؤون ثقافية واجتماعية، مالية وادارية، استفسار للملحق .. إلخ).
  4. Write a description of the inquiry and attach files, if any, and then send the request.

How to Submit a Notice to Technical Support (for Technical Problems):

  1. The technical support service can be accessed through the main page of Safeer Portal 2.
  2. To apply for a new notice, you must fill in the required fields and write your personal information.
  3. Determine the report's classification and description, attach a copy of the technical problem you are facing, and then send the communication.

How to Inquire about the Notice:

  1. The service can be accessed through the technical support service within the Notice Inquiry List.
  2. Write down the ID number and the Notice number.
  3. Fill in the symbols and numbers shown in the image. Then, search for the Notice.



The Track of Scholarships for Health Specialties:

  4. The applicant's age should not be more than 25 years old.
  5. Obtaining admission to a recommended university in one of the scholarship countries.
  6. Studying in the program is not conditional on obtaining specific rates later in order to continue studying in the specialty.
  7. The bachelor study programs should include clinical training and be approved for practicing the profession in the country of scholarship.

Special conditions for a scholarship for the Master's degree in Nursing:

  1. The applicant's average for the bachelor's degree should not be less than (2.75 out of 4) or (3.75 out of 5) or (80 out of 100).
  2. Obtaining an IELTS score of 5.5 or a TOEFL IBT score of 46.
  3. No more than five years have passed since the applicant obtained his bachelor's degree.

Special conditions for a scholarship for a Bachelor’s Degree in Human Medicine:

  3. Achieving a score of 85% or higher on aptitude and achievement tests or through computerized testing systems (CBT).
  4. The applicant's age should not be more than 25 years old.
  5. Obtaining an IELTS score of 5.5 and a TOEFL IBT score of 46.​


Bachelor of Medicine for those who have previously studied for a bachelor’s degree in scientific specialties in America and Canada:

  1. Not more than five years have passed since obtaining a bachelor's degree.
  2. The applicant's age should not be more than twenty-seven years old.
  3. The applicant should fulfill the special conditions for scholarship in the Bachelor of Medicine, with the exception of the age requirement​.


Special conditions for scholarship to the fellowship stage in human medicine:

  1. Completing the bachelor's degree in human medicine, obtaining the official bachelor's graduation document, and academic record.
  2. Passing the Bachelor of Medicine and Surgery with a "good" or higher grade.
  3. Passing the professional classification and registration test of the Saudi Commission for Health Specialties.
  4. Obtaining a minimum IELTS score of (6), or its equivalent in TOEFL, or its equivalent (B2) for European countries, as well as  French (C2) and German (B2) score.
  5. Direct admission into one of the programs approved by recognized accreditation bodies and certified by the cultural mission in the country of scholarship, or passing the USMLE1 exam and gaining admission to the Observership, or a six-month research fellowship.
  6. Ratification of admission from the cultural mission in the scholarship country​.


Special conditions for scholarship to the stage of subspecialty in human medicine:

  1. Obtaining a certificate of specialization from the Saudi Commission for Health Specialties, or its equivalent, and attaching proof of that from the commission.
  2. The accepted major is identical to or an extension of his previous major, according to a statement from the Saudi Commission for Health Specialties.
  3. The professional classification and registration test of the Saudi Commission for Health Specialties.
  4. Direct admission to one of the programs approved by recognized accreditation bodies and certified by the cultural mission in the country of scholarship, passing the USMLE1 test, gaining acceptance into the Observership, or a six-month research fellowship are all required.
  5. Ratification of admission f the cultural mission in the country of scholarship​.


Special conditions for doctors wishing to join medical training programs in Canadian hospitals:

  1. Physicians wishing to obtain medical training in Canada are allowed to apply to the track of health specialties based on the criteria and conditions specified for the track, with the exception of direct admission.
  2. After the applicant submits his request according to the conditions and justifications of the health track, he can be provided with the initial financial guarantee for the purposes of a​dmission, and the guarantee should be submitted to the attaché to help him obtain admission.
  3. After the applicant obtains an admission, it is ratified by the cultural mission, and the applicant must provide the Ministry with a copy of it through an inquiry service that will be available to him through his account in the Safeer app.

The 2nd question: What is the time and method of submitting for health specialties?
The electronic submission for these specializations began on Sunday, Muharram 7, 1443 AH, corresponding to August 15, 2021 AD, on the unified link: (Safeer), which is available throughout the year, until the seats are full, and it is possible to undergo the differentiation procedures at any time.

The 3rd question: Are there majors of priority in admission?
Yes, there are priority specialties, including emergency medicine, intensive care and anesthesia, medicine, psychotherapy, intensive care nursing, pediatric surgery, ear, nose and throat, head and neck, plastic surgery, orthopedics, family medicine, dermatology, and eye surgery.

The 4th question:  The secondary school percentage is lower than the required. Can I register for the health specialization track?
It is not possible; the required percentage must be applied.

The 5th question: I have admission from a recommended university for human medicine, but in a country that is not one of the countries specified for the specialization and stage?
The countries specified for each specialty and stage must be adhered to. Human medicine is available for bachelor's degrees in countries like the USA, Canada, Britain, Ireland, New Zealand, and Australia.
As for fellowship and subspecialty, it is available in the first group of countries in human medicine according to the executive rules of the general regulation for professional classification and registration, which are:
Australia, Ireland, France, Canada, Britain, and the USA.

The 6th question: Is it permissible to study for a bachelor’s degree in human medicine, although I have previously studied for a bachelor’s degree in a scientific discipline?
Yes, the track allows this after applying the general and special conditions.

The 7th  question: I would like to train medically in Canadian hospitals, but I cannot get admission without having a letter of nomination to submit to the cultural mission?
Doctors wishing for medical training in Canada are allowed to apply for the health specialization track based on the specific criteria and conditions of  the track, with the exception of direct admission. After the applicant has submitted his request and the conditions and justifications are applied him, he can be provided with the initial financial guarantee for admission purposes, and then submitting the guarantee to the cultural mission to help him obtain admission. After obtaining the admission,the applicant must provide the ministry with a copy of the approved admission through an inquiry service that will be available to him through his account in the Safeer platform , in order to complete his procedures.

The 8th  question: I cannot complete the registration and an error message appears. What should I do?

The 10th  question: After submitting to the unified link, how do I ensure that my submission is complete?
Upon completion of the request, you will receive the request number, and the applicant must respond to the requests of the ministry's employees, which will be received in your account through the Safeer portal.

 The 11th question: Is it possible to modify  the request after sending it?
The submitted request cannot be modified after being submitted.

The 12th  question: How do I update my data (passport, social status, e-mail) after submission?
It can be done electronically after opening the services by submitting an inquiry request and then having the concerned employee update it.

The 13th  question: After submission, how to update the data of the companions in the request?
An inquiry will be raised, or you can modify the service "Update Companion Data" if the service is available to you.

The 14th  Question: How can I get the financial guarantee letter?
The financial guarantee letter, found in the electronic services, can be obtained for the purposes of admission. It is possible to apply for the detailed financial guarantee after issuing the scholarship decision and submitting the joining scholarship on the Safeer 2 platform.

The 15th  question: When can I issue a scholarship decision?
You can issue a scholarship decision after making all electronic services available to you in your account on the Safeer platform, where there is a service to issue scholarship decisions. The validity of the decision is linked to the start date of the study specified in it, and the student must start studying at the scholarship headquarters within a month from the start date of the study specified in the decision.

The 16th Question: Can I issue a scholarship decision without a visa?
It is possible, but the student needs a visa when issuing a travel ticket through the system and entering the scholarship headquarters to be able to start studying.

After nominating a student, electronic services are available to him, which are​:

  1. Embassy letter: The purpose of the letter is to introduce the nominee to the embassy of the scholarship country in order to facilitate visa issuance procedures.
  2. Criminal record certificate: Some of the scholarship countries request those who will study there to obtain a criminal record certificate, and this is a right for them and a major requirement for obtaining a travel visa. Whoever is requested a criminal record certificate by the embassy of the scholarship country has the right to request it.
  3. A financial guarantee letter is the letter that is directed to the university by the ministry for admission purposes.
  4. Issuing the decision: All requirements are raised for issuing the scholarship decision.
  5. Issuing a ticket: After receiving a scholarship decision, a scholarship student may apply for the issuance of tickets for himself and those accompanying him. Issuance of travel tickets is requested electronically, and there is no need to come to the program headquarters.
  6. Inquiries: This service is the documented means between the nominees and the Ministry, and whoever inquires must specify his inquiry accurately in order for those concerned with the inquiries in the program to be able to answer it.
  7. Cancelling the nomination: The nominee has the right to request the cancellation of his nomination for the mission.

  7. A copy of the previous qualification certificate.
  8. A copy of the equivalency certificate for the previous qualification, if it is from outside the Kingdom.

How to start studying in Safeer 2:

  1. The student creates an account on the student portal or logs in if he has an existing account.
  2. After arriving in the country of study, the student accesses the "Start Study" service from the list of scholarship services in the portal.
  3. Upon entering the service, the student must have obtained an effective scholarship decision to allow him to start studying immediately upon this decision. The system also displays the terms and conditions that the student must abide by or be prepared for when applying for the start.
  4. After accessing the request, the student completes the necessary data and attaches the required documents. He then delivers the request to the cultural mission supervising the country of study for the student​.

How does the study plan work in Safeer 2:

  1. After the student starts studying, the student logs into the study plan service, which is included in the study services on the student portal.
  2. After accessing the service, the system displays the added academic stages automatically after accepting the request to start studying.
  3. The student can add all the details related to the plan in the following order:
    • Details of the study stage: Here, the student adds the details and data of the study stage in terms of the study system for this stage, the type of study, the total number of hours required to complete the stage, and other details.
    • Study periods’ details:  The student chooses to make a "stage adjustment" in order to add semesters or academic years and their periods.
  4. Registration of study subjects: After adding the semesters or school years, the student can choose the "Subject Registration" procedure in order to add data and details of the subjects to be studied in the specified semester or school year​.

How to issue the financial guarantee letter in Safeer 2:

  1. After completing the study plan data, the student enters the financial guarantee service.
  2. The system displays the academic stages currently added to the study plan.
  3. The student chooses the stage of study for which the financial guarantee letter is to be issued.
  4. After selecting the stage, the system displays the semesters or academic years, and the financial guarantee letter will cover the study period for this semester or academic year.
  5. After determining the semester, the student submits the request to the Cultural Mission to complete the procedures and data for the financial guarantee letter.
  6. The system displays the contacts of the universities, and the cultural mission identifies these parties, to which the financial guarantee will be sent automatically upon admission.
  7. When the app is closed, the student can print the financial guarantee letter from the same app on his own portal​.

How to apply for an inquiry (for non-technical inquiries):

  1. The inquiry service answers the inquiries of the scholarship students and other learners on their account based on the specific type of inquiry from the service so that these inquiries are sent directly to the competent authority in the cultural mission.
  2. The service can be accessed through an inquiry service within the list of personal services.
  3. Choose the classification and type of inquiry (study inquiries, cultural and social affairs, financial and administrative inquiries, scholarship joining inquiries, etc.).
  4. Write the description of the inquiry and attach files, if any, and then send the request.

How to submit a notice to technical support (for technical problems):

  1. The technical support service can be accessed through the main page of Safeer 2.
  2. To apply for a new notice, you must fill in the required fields and write your personal information.
  3. Determine the notice's classification and description, attach a copy of the technical problem you are facing, and then send the notice.

How to inquire about a notice:

  2. Write the identification number and the notice number.
